The imminent implementation of the India-UK Comprehensive Economic and Trade Agreement (CETA) is set to fundamentally restructure the bilateral trade landscape for Indian leather and footwear manufacturers. Ahead of the landmark agreement's entry into force on 15 July 2026, India's Union Minister of Commerce and Industry, Piyush Goyal, is conducting a high-level official visit to London from 25 to 27 June 2026. A primary focus of the bilateral ministerial engagements with the United Kingdom’s Secretary of State for Business and Trade Peter Kyle, will center on the operationalisation of CETA's comprehensive tariff liberalisation commitments. For the domestic leather and footwear industries, the trade pact systematically dismantles long-standing regulatory and fiscal barriers, providing immediate duty-free market access across ninety-nine per cent of tariff lines and effectively covering nearly one hundred per cent of trade value.
The impending trade framework will entirely eliminate the import duties previously levied on Indian shipments entering the United Kingdom, which have historically stood at up to sixteen per cent for leather and footwear products. By transitioning these tariffs to zero, the agreement effectively levels the playing field for Indian leather exporters and footwear manufacturers against international competitors who have traditionally capitalised on preferential trade access. Bilateral discussions during the three-day ministerial visit will focus heavily on aligning regulatory roadmaps, streamlining cross-border customs coordination, and finalising administrative mechanisms to facilitate a seamless transition. This strategic coordination is expected to significantly enhance the pricing power, global visibility, and market penetration of Indian-manufactured leather components, finished leather goods, and diverse footwear portfolios within the British consumer market.
To ensure industrial readiness and foster direct commercial partnerships, the trade programme incorporates an extensive series of Government-to-Business (G2B) engagements, investor roundtables, and high-level corporate plenaries. Minister Goyal will present emerging market opportunities to global investors at the India Global Forum and lead an exclusive financial roundtable at Asia House to discuss India's industrial competitiveness and its integration into global supply chains. Furthermore, standalone interactions with senior executives from multinational corporations and business leaders at the UK-India Business Council will focus on expanding manufacturing partnerships, securing strategic infrastructure investments, and bolstering industrial collaboration. These combined trade initiatives and administrative structures are designed to accelerate sectoral growth, support micro, small, and medium-sized manufacturing enterprises, and advance the shared bilateral target of achieving one hundred and twenty billion United States dollars in total trade value by 2030.
